SONCAP Checklist: Importing Battery Storage into Nigeria

· SH Energy editorial

Confirm the regulation and the certificate route before the goods move.

The Standards Organisation of Nigeria describes SONCAP as an offshore, pre-shipment conformity assessment for regulated products imported into Nigeria. In SON's published explanation, an importer needs a Product Certificate (PC) to open Form M, and a SONCAP Certificate (SC) to process the PAAR for Customs clearance. Certification is not processed after the consignment has left the country of origin. This guide is a preparation checklist, not a certification service.

1. Confirm whether your product is regulated, and under which HS code

SONCAP applies to SON-regulated products. Battery energy storage systems, inverters and related electrical equipment sit inside a wide and frequently updated regulatory perimeter, and the applicable Harmonised System (HS) code drives both the regulatory treatment and duty. SON's published FAQ explains that SON uses the HS system to identify, modify and apply regulatory control to products, and that Nigerian Customs uses the same system for duties, taxes and statistics.

Do not take a code from a supplier's marketing sheet, and do not reuse a code from a different product family on the assumption that it is "close enough". Ask an Independent Accredited Firm, or SON directly, to confirm the classification for the exact model you intend to ship. Classification errors are usually discovered at the port, which is the most expensive place to correct them.

2. Know the two certificates and who receives each one

SONCAP is not a single document. SON's published explanation sets out four mandatory processes: Product Certificate 1 (unregistered status), Product Certificate 2 (registered status), Product Certificate 3 (licensed status), and the SONCAP Certificate.

Because the two documents are issued to different parties, exporter and importer need to agree early on who holds which certificate and who is responsible for each step. This is a common source of delay when a shipment is already booked.

3. Choose the PC route deliberately

PC1, PC2 and PC3 are not interchangeable. They correspond to unregistered, registered and licensed status, and the route you qualify for depends on the evidence your manufacturer can supply and how regularly the product is imported. SON's published FAQ lists indicative fees of USD 500 for PC1, USD 1,000 for PC2 and USD 2,000 for PC3, plus USD 350 for a new product, USD 350 for a SONCAP Certificate, USD 100 for a certificate amendment, USD 350 for a Non-Conformity Report, and an additional per-model charge for extra models covered by the same test report.

Treat every figure above as an indicative published value that can change, not as a quotation for your consignment. Additional model charges, test-report scope and validity period all affect the real cost, and an unregistered route that looks cheaper per certificate may cost more across repeat shipments. Confirm current fees and validity with SON or your appointed firm.

4. Assemble the documentation pack before shipment

SON's description of the conformity assessment elements covers physical inspection before shipment, sampling, testing and analysis in accredited laboratories, audit of production processes and systems, and documentary checks. A practical pre-shipment pack therefore contains:

SON's published list of Independent Accredited Firms managing the offshore process names eight organisations, including Africa Standards and Certifications, Alberk QA Technic, Bureau Veritas, China Certification and Inspection Group, China Hanson Inspection and Certification, China Standards Inspection, COTECNA Verification Services Nigeria, and Intersip Quality Solutions. Confirm the current list and your chosen firm's scope directly with SON.

5. Plan the timeline, and understand the default

SON's published FAQ states that Product Certificates and SONCAP Certificates are normally generated within 96 hours, and can be generated within 24 hours where all qualifying documents and test reports are submitted in good time and the products comply with the applicable standard. In practice the clock starts when the file is complete, not when the request is made, so the real lead time is the time it takes you to assemble evidence.

The downside risk is asymmetric. SON states that a SONCAP Certificate is limited to a single PAAR consignment and one entity, and that the scheme cannot be processed after the consignment has left the country of origin — at that point a SONCAP Default applies, published at 20% of CIF or ₦2,000,000, whichever is higher. Goods that arrive without the certificate are described as subject to detention, testing and possible destruction at the importer's expense. Both outcomes are far more expensive than building the file before booking freight.

Frequently asked questions

Can SONCAP be processed after the goods leave the country of origin?

The Standards Organisation of Nigeria describes SONCAP as an offshore and pre-shipment scheme. Its published guidance states that certification cannot be processed after the consignment has left the country of origin, and that a SONCAP Default applies instead. Confirm the current rule with SON or an Independent Accredited Firm before booking freight.

Who receives the Product Certificate and who receives the SONCAP Certificate?

In SON's published explanation, the Product Certificate is issued to the exporter and is used when opening Form M. The SONCAP Certificate is issued to the importer and is used to process the PAAR for Customs clearance.

Can one SONCAP Certificate clear several shipments?

SON's published FAQ states that a SONCAP Certificate is limited to processing a single PAAR consignment and is issued to only one entity.

Does SH Energy issue SONCAP or Product Certificates?

No. SH Energy is not an Independent Accredited Firm and does not issue conformity certificates. We can help compile model-level technical documents and coordinate with China-side suppliers so your appointed firm can assess the shipment.
